HR Wallingford carries out hydraulic studies to support Environmental Impact Assessment (EIA). They can initially be used to develop a good understanding of the existing (baseline) environment, including changes associated with anthropogenic and natural drivers, as a means of establishing the principal mechanisms which govern the functioning of a marine system. They also provide a context against which to consider the magnitude of change that might occur as a result of a proposed development. Subsequently, the studies go on to predict the extent and magnitude of changes to the physical environment associated with a proposed development.
Many of the tools used to carry out the hydraulic studies to support EIA can also be used to support the design process. For many of the studies we have been involved in we have provided results from our flow and wave modelling to drive real-time simulations of navigation and to calculate mooring forces at the proposed facility. These informed navigation studies define the requirements for safe operations at the facility and it is this design which is then carried through the EIA process.
HR Wallingford is the leading organisation for the provision of hydraulic studies to inform the EIA process in the UK. We work with other environmental specialists to provide advice with regard to EIA of port development to both developers and UK Regulators. HR Wallingford has a long established record of the successful completion of such studies and has been involved in all stages of such studies including:
- initial feasibility and scoping
- undertaking the hydraulic studies
- provision of specialist input to the EIA
- review of specialist EIA studies and provision of expert opinion
- participation in consultation with stakeholders
- technical discussion with Regulators
- development of agreements with Regulators
- participation at Public Inquiry
- monitoring during construction programmes
- participation in on-going monitoring and liaison during operational phases.
